In fact, the 556 consists of a double 555, which can be replaced by these integrated ones. The circuit has a first timer set at R2 and a second timer set at R5. Capacitors C1 and C4 determine the values of these timings. The outputs have LED indicators, but power steps can be used to activate relays.
