According to the logic level applied to the input of this circuit, X1 is activated and X2 turns off. With the inversion of the level, X1 turns off and X2 is activated. The maximum current and voltage for the CMOS is 15 V and for the solenoids it can be separated and reach 24V. The current depends on the transistors used. The circuit is from a book by Newton C.
