3 V White Alternating LED Flasher (CB20427E)

This circuit is powered by only 3 V and can flash white LEDs from 3.2 to 3.6 V, as it includes a voltage doubler. The blinking speed is given by the 22 uF capacitors that can be changed. The current in the LEDs is of the order of 2 mA.
