This circuit is from 1972 documentation. The circuit detects when the voltage input is in the range of 4.5 to 5.5 V, which is an acceptable range for TTL logic supply. Operational amplifiers must be powered by a symmetrical source and the transistors can be BC548 for NPN and BC558 for PNP.
