This circuit tests whether electronics are properly protected with internal grounding. If the equipment is normal, the two neon lamps should light. If the NE-2 lights up, the powered device is in danger. For the 220 V network, just use 100k resistors in series with neon lamps. We found this circuit in an American technical documentation from the 70s.
