The control of the triac in this power flasher for incandescent lamps is made by a relaxation oscillator with neon lamp. The frequency depends on the capacitor and the duration of the flashes depends on R2. The circuit works on 110 V or 220 V depending on the Triac and the diode. The circuit is from a 1989 publication.
