We found this circuit in Radio Electronics from July 1990. The circuit fires a buzzer and locks when a power failure occurs. The buzzer is of the 9 V Sonalert type with oscillator, but in its place an audio oscillator can be connected that powers a piezoelectric transducer. The transistor can be the BC548.
