High voltage electrolytic capacitors can be recovered by applying high voltage to their terminals. This circuit is from an old publication, used for capacitors from 50 V working voltage. The filter shock can be replaced by a 1k x 10 W resistor and the electrolytic resistors can be 22uF x 450 V.
