This circuit was obtained in a 1982 English magazine. It is a regulator for outputs between 1 and 5 V, with currents in the order of 200 mA. The 2N3054 can be replaced with a TIP31, the BC107 with BC548 and the AC127 is not recommended to change, but if you need to use an NPN germanium transistor.
