This is the 4013 CMOS configuration as a flip-flop to divide the frequency of a rectangular signal by 2. The maximum frequency is in the order of 10 MHz, depending on the supply voltage. The supply can be done with voltages from 5 to 15 V. The circuit is from the CMOS Sourcebook by Newton C. Braga, published in the United States.
